The D.C. Council Dec. 20 took its final vote on sweeping ethics reform legislation that includes establishment of an Open Government Office to oversee and enforce the Open Meetings and Freedom of Information acts. Council Member Muriel Bowser (Ward 4), chair of the Committee on Government Operations and the Environment, introduced the bill in late November.
It is unclear when the Open Government Office will begin operation because the bill must be signed by the mayor and sent to Congress for review. The earliest the new law could take effect is late March, but then several events must occur, including appropriation of funding for the new board and appointment of board members. Read more »

Two panels on the Nuts and Bolts of Freelancing
PANEL I:
Two successful freelance journalists Katherine Reynolds Lewis and Hazel Beker will share their experiences and wisdom about making money as a freelancer: thinking like a business owner, tracking income and expenses, budgeting, setting rates, contracting, and managing your clients.
PANEL 2:
Editors of well-known publications, including Foreign Policy magazine, IWatch, investigative news for the Center for Public Integrity and The Washington Post Express will reveal what it takes to develop freelance assignments for them: in general (for instance, how do you develop your piece into an article that will appeal to a publication in a particular specialty such as international affairs and foreign policy) and some specifics about what that publication (in this case Foreign Policy magazine) in particular is looking for in terms of a good, tight, relevant freelance pitch and article, the background of the reporter sought, timing of the pitch and articles, and compensation.
